I can't think of any badge-related situation where a Vigilante does not equal a Hero, and a Rogue does not equal a Villain.

Hero:
- Gallant Complete a Hero Morality mission
- Heard the Call: Maintain a Hero alignment for 7 days
Vigilante:
- Above the Law: Complete a Vigilante Morality mission
- Fearsome: Maintain a Vigilante alignment for 7 days
Villain:
- Dastardly: Complete a Villain Morality mission
- Frenzied: Maintain a Villain alignment for 7 days
Rogue:
- Scoundrel: Complete a Rogue Morality mission
- Trickster: Maintain a Rogue alignment for 7 days
Undergo several change to either pure hero or pure villain:
- Ascended: Shift alignment from Villain to Hero
- Descended: Shift alignment from Hero to Villain
- Come Full Circle: Return to your original alignment (Hero or Villain)
There are also lists of heroic badges that rogues cannot get and villainous badges that vigilantes cannot get:

Also keep in mind that while you can get most of the blueside Exploration badges as a rogue, you cannot get into the "reflection" of Galaxy City, or whatever it's called, unless you are a vigilante, or full fledged hero.

May also want to add that you can gain credit towards them whilst of an opposed alignment although you cannot receive the badge itself.
