No Dart Burst? It doesn't do a ton of damage, but it's -Regen and you can do a double cone of Dart Burst and Psychic Scream.
You probably have too many attacks, particularly when you have Hasten *and* you're slotting for +Def set bonuses which means you don't have slots to waste. Things like Jump Kick aren't going to do you any good at all.

Getting your def to 32.5% and keeping a handful of purple insps around is plenty effective.
Keeping in mind some of your wishes...
This has a total of 7 attacks, the psionic damage dealers being psychic scream, dominate, and psychic wail. Open with the 2 cones from range, close in and start cycling melee. With Mind Link at perma, and hasten fairly close, you can pretty much run spin out every 5 seconds with each of your other 3 melee in-between. Follow-up will be stacked for about 3 seconds per chain, if you do it right.
I chose dominate because its nice to have a hold, plus it does great damage with a decent hold duration and has a quick activation time. You could easily put a decimate set in it instead, and do great damage with a 16 second hold (plus nearly make hasten perma with some Incarnate recharge (in fact, this is probably a better idea considering its 3 second recharge ).
The defense is a bit overdone, but you will appreciate it in those few incarnate trials where no one else is giving you much. Note that this build does NOT include any accolades or incarnate powers.
Working for Spring Attack won't gimp you, but its not very....efficient(?) Plus the recharge on it is awful: you won't find yourself using it much. I'd like to sub Lunge in for Psychic Scream, but not sure if it would be a good idea...
The other upside of this build is that it will be relatively cheap.

So, Ideally.
The build be under 1.5 billion. Considering I have about 500 million right now if I pool all my inf... >.< But I understand it can take some money.
I get spring attack, if it doesn't completely gimp me. I think it'd be a great way to change from ranged to melee.
If you have room, teleport.
None of the Ancillaries are appealing to me. Use the space to get more attacks? Eh, your call.
Atleast 3 attacks from both melee and psychic.
