Elec/ help me understand Static Field

I'm confused about the numbers in Mid's and haven't found an elect Control guide.

Static Field shows a fixed duration of 4.25s in the Info tab, and shows two different durations in the "Effects" tab: Mag 3 sleep of 6.3s and Mag 1 sleep of 4.8s

That doesn't match what I see in play. It lasts a lot longer than 6 seconds.
It does seem to have a "tick" behavior to it. I haven't specifically tested for it, but I'm pretty sure targets that get sleep broken from dmg return to sleep after a few seconds, making the power more similar to something like fearsome stare (maybe all sleep powers work that way? it's been forever since I played a mind controller)

I'm guessing the 4.25s is the tick time.

That still doesn't tell me how long the overall effect lasts.

I'm asking because I would like to be able to have it be perma, or even better have it available for every spawn (15s recharge would be great)

another question while I'm at it: sounds like a good candidate for a call of the Sandman chance for Self Heal? or is the 5% heal every 10s (average) not worth the slot on a controller?

I believe the field is a cast pseudopet so you won't see the advantages of the heal proc.

Static Field is unique in that it reapplies it's sleep. No other sleep can do that. 4.25 is the duration of the sleep it applies, which I believe ticks about every 2 seconds. The pseudopet that applies the sleep last for 25 seconds according to City of Data.

I think of Static Field as kind of a stationary Choking Cloud . . . it is a pulsing Sleep power that has a chance to stack an extra Mag. Pretty much, it lasts as long as the power lasts on the ground. Slotting it up for Sleep will make it more likely to hit tough targets, but really won't affect the duration.

I believe it has a 4 second pulse time. The Mag 3 sleep lasts for over 6 seconds, depending upon how you have it slotted. The extra Mag 1 is a little over 4 seconds, but only has a 5% chance to hit and hold a boss. Slotting it for Sleep extends the duration of the sleep to last through more pulses. So even if a pulse misses, the foe will stay asleep for longer. If you ED cap for Sleep, the sleep will last for 12 seconds, or through 3 pulses. To me, slotting it for Acc and Rech is most important in low levels, but there is some benefit for slotting Sleep if you solo a lot. (My Electric Controller is Elec/Rad, so I get to stack Static Field, Choking Cloud and Conductive Aura.)

I consider Static Field to be a cornerstone power of the Electric Control set. It is the alpha strike power that works most of the time. Synaptic Overload takes too long to chain to all of the foes most of the time on teams.
