to answer all your questions
1. no patron arcs cannot be ouro'd
2. no, it is only possible to get 1 of the 4 patron badges, since you can only choose 1 patron, this is reflected in most badge collecting sites as well
3. in order to get and run a patron arc you MUST be a villain or rogue

Each Patron has 4 arcs:
1- The Patron Power Pool Unlock arc. This arc is level 35-50.
2- A second arc, level 40-45.
3- A third arc, level 45-50.
4- A fourth arc which is basically the same for all four and grants the Usurper badge necessary to lead the Lord Recluse Strike Force.
None of these arcs are in Ouroboros, which means you can only do them, at most, once each per character.
You don't need to worry about outlevelling the Patron Unlock, since it goes to 50.
Furthermore, #2 caps at level 45, so if you get to level 46 or higher before you start it, it will never be offered to you - the contact will skip straight from arc #1 to arc #3 (unless something got changed with arc #2 when they changed the Patron requirements).

As it turns out I must have completed this during one of my drunken badge binges. I have the "Fwoosh" badge and don't remember getting it.

Can the redside patron arcs be obo'd?
Is there any way to get more than one of the 4 badges?
How would a lvl fiddy vigilante go about even trying to get one of the patron badges?
