I would six-slot Tactical Training: Leadership with Gaussian's Synchronized Fire Control. It does cost you a small recharge bonus, but if you're willing to spend billions on a PVP 3% defense IO, surely you can see the benefits Gaussian's 2.5% global defense bonus.
The Performance Shifter End Mod/Recharge IO in Stamina is gaining you about 0.06 end/second. If you got rid of it and instead applied that slot to endurance cost reduction in Maneuvers (Pool) you could save yourself 0.12 end/second.
Although Hover does convert knockback into a flipping animation, you are still being crowd controlled and delayed. Even my characters that fly or hover all the time invest in a minimal level of knockback resistance.
To get the extra slots for Gaussian's and the Knockback protection IO, I would slot Fortification the same as Tough, with Hami-O's.
I don't know how much you exemplar, but... for your pets, I would use full-strength level-50 Expedient Reinforcement instead of level-30 Call to Arms. Your enhancement values will be better and you can get 3% damage bonuses and 3.13% ranged defense bonuses, which I think are more useful for your ranged DPS build.
And this is more of a question than a recommendation... does the Kismet +6% Accuracy unique really add anything useful to your build? Due to the large number of 9% and greater accuracy bonuses in IO sets, you can easily have a capped 95% chance to hit even level 54 Rikti drones without taking this unique.
For reasons that are beyond me the Kismet +6% Tohit enhancement has never been renamed to reflect its actual effect. It has never given accuracy and does not seem to be intended to.

I wanted to build to be able to exemp very effectively which is why I slotted a lot of IOs at minimum level, but at this point Ive realized that even without the sets I will still do well on lowbie teams and am better off slotting for full effect with 50+5s for end game. Grabbing the new SoA SATOs also helped reinforce my choice of ditching the exemp slotting since their bonuses act like purple IOs.
I dont want to touch Fortifications slotting because 4 slots gets me a max end increase. Since end is my biggest enemy I would feel much more comfortable having that max end as high as I can since every bonus and inherent works off of it.
I really wanted to slot the Gaussians set but Im walking a fine line on perma-hasten/pets now that Ive switched Hasten from 3 to 2 slots. I was only a second or two off from perma but that just wasnt good enough for me. Also, Im not a huge fan of the build up proc as it has just never worked out for me, personally. Its just too unreliable.
The last thing I did before taking a break was finish getting enough Amerits to get the PvP 3% def IO and had nowhere to toss it without respecing so I just replace my -KB IO in the crab armor. I knew I would eventually fix that and now I have by getting rid of a slot in Hasten. I know Hover mitigates KB to an extent, but the flipping animation bothered me greatly.
The Kismet IO, as mentioned, is incorrectly described as it actually gives you a +6 to-hit and not accuracy. +6 to-hit is a pretty decent buff (which is why the lev10 crafted IO sells for 100M) and it was slotted with exemping in mind. Once again though, with all my purple sets and so on, I feel okay with ditching it for a Def/End in maneuvers. Added def and lowered end is good in my book.
Also, with +5 boosting I was able to comfortably get rid of the 4th slot in Stamina with the End/Rech and move that over to try out something else Ive wanted to try for a while.

So with the following tweak I am losing out on a few recovery/health bonuses but not enough to make a huge impact since Im better slotted for end redux. Also, Ive lost 1mph on my hover speed but still at over 40mph so Im okay with that!
What I have gained is about 5% def with BotZ/Expedient set and attuned LotG in Combat Defensive, so Im at just over 43 ranged now. Gaussian would soft cap me but I cant justify the trade-off.
The missing slot in Heavy Burst is the awesome SoA proc, and Burst is 5 slotted with the remaining SATOs. With that recharge bonus addition, I was able to ditch posi set in Suppression and go range/dmg Hami-Os in Suppression so now both my cones spam at 80ft. Very nice!
Made some changes on the pets too, ditched the lowbie Call to Arms slotting and went with 50+5 Expedient reinforcement bringing my overall damage set bonuses to +20, +50 with double assault. Lastly, I tossed an extra slot in to Spiderlings and tossed in the two Def Aura pet IOs. Call Reinforcements and Summon Blaster each have one of the Res Aura IOs. Ive always wanted to try these out since my pets contribute a lot to my setup, but I was just never able to find the slots for it. Never thought I would be able to shuffle things around to get all 4 Aura IOs but its looking good now. Pets will have +30 Def with auras and double maneuvers, and +30-40 S/L Res with inherent res and auras. Not bad!
Damage has not been sacrificed as all my pets/attacks still hover around +130% with boosting and Musculature alpha.

I grouped with Jinrazuo on test and we did a mission at x8. While he lack my survability, I can't deny he was getting more kills than me. His build is worth trying for if you can afford it.
OK this may be a dumb question but how do you get crab armor upgrade at level 1? Im totally new to this AT and have no idea how to build them from the ground up. What/how do I build from 1-23 so as to prepare for the crab switch at 24 and does that give me the respec option that allows me to take the crab armor upgrade at level 1. I couldnt find a crab quide for 1-23 but i did look at the Huntsman guide. I can take it at level 1 in mids but the game initial build only allows me to start with wolf armor. Thanks for the help!!!

- most of the ranged attacks with the gun seem, well, underwhelming. Wheres all the damage come from? the pets or not that important since they are tanking?
- Most i've seen have both high positional and typed defenses with highest in ranged. why both? isn,t it a waste of slots?
- Im supposing hover is being used for knock back or staying out of melee range. In hover, if you get hit you still suffer all the effects of knock back but flipped instead of being pushed back.
- Why use expensive set IO's for so little gain like LOTG < 1% in defense in certain defensive powers like maneuvers?
- are the procs (like achilles heel etc) really worth losing set bonuses?
- finally, what really is the overall goal in hover tanking?

If you are working from my Anansi Spider build, PM me, I'll answer any and all questions. I've got a fair bit of stuff I've not posted yet based on up coming incarnate abilities and future procs/ATOs etc.
- It's not big orange numbers. It's damage/time.
- Leveraged pets contribute a metric tonne of damage. If leveraged, which is difficult to do.
- Pets do not tank well. But crabs can leverage them to tank better, but still not that well.
- Crabs typically go for vectored defense. You want 45 defense in the most important vectors or types. If it's a typed defense build, it will also as a byproduct have moderate to high vectored defense, but the typed will be higher. If it's a vectored defense build, as a byproduct it will have moderate to high typed defenses, but vectored will be higher. Slots are not typically used to raise both for the express purpose of rasing both, unless on some hybrid builds like Sword/WP, Sword/Invul.
- Most of the builds will have KB Protection IOs. Typically either with mag 4 protection or mag 12 protection. 4 protects from almost all KB, while 12 protects from the rest with maybe only one exception. Whereas 8 protects from little if any more than 4.
- Hover is used to bypass the need for higher Melee Vectored defense. The slots that would have otherwise been used for Melee Vectored defense are then used for recharge or other build goals.
- LotG global Recharges add up.
- LotG also has health bonuses and Regen Bonuses, those also add up.
- Each bonus is small and insignificant if it is the only one. However, an infinite number of infinitely small fractions adds up to an infinitely significant number.
- Yes. Achilles proc if leveraged properly multiples your total damage by up to 1.2x. However, it must be used properly, that includes how you fight as well as how you slot.
- The goal of most hovertank builds is to be able to use those slots that would have been used for defense for offense. Survive the harshest environments while also blowing the targets to tiny bits. What form that offense takes and it's magnitude varies. Blue Ruckus' offensive build can dish out 1000+ dps, where as my land based more tank oriented build does significantly less offense but is significantly more survivable when up close and personal face to face with the targets. Blue hovers and blows them to kingdom come while making funny faces and daring them to even touch him. Romans and their silly swords "Get a bow losers!" I get up close and personal, in their face and make fun of them even if they do touch me. I likely perform better as an off-tank than he does. But his offense blows mine away.

A few people have been asking to see my build so here it goes. I'm still toying with a few tweaks here and there, but it's complete for the most part. Recently pulled out my only -KB IO to make room for the gladiator +def, but I'm hovering so KB isn't terrible. Will prolly toss the ATO proc in to heavy burst or VG eventually.
My AoE chain is Venom Grenade > Heavy Burst > Suppression > Heavy Burst. Single target is Burst > Single Shot > Burst. Harder targets will get a Shatter Armor thrown in.
Also, I realize the AH -Res procs don't stack but the more I have, the better chances I have at applying the proc. ATO will prolly replace the AH proc in Heavy Burst, still not entirely sure.
I've tossed some enhancement boosters on all my fly speed IOs because high mobility is pretty crucial when working with cone attacks. My normal hover speed is 41 mph. I keep the Steam Jump power on a mouse button as a 'turbo boost' of sorts that bumps me up to max fly speed of 58 while still hovering. It works out well.
