Chat bubbles on Max-height characters

Okay, I've been having an issue with chat bubbles and max height characters. Essentially the chat bubble forms at chest height of the character.

Is there any way to fix this?

I'll pull up a max height character and see what I get.

Edit: pulled up a character who was max height. I can confirm that bubbles have a max height of just under 7 ft.

Now I MAY be crazy (probably am...COOOOL!), but I vaguely remember this situation NOT being the case and having chat bubbles float above my character's head, regardless of the height.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
