Well, apparently there is. My Arachnos Soldier, who is a villain and always has been, got in at level 23. I was on a team with someone who was high enough level to get the mission and got the Midnight Club badge when we completed the arc. I guess it's a bug.

I believe you can get in at lvl 1 if you are teamed with someone doing the mish which grants access.
