Hero, non praetorian
Well my recomendation would be to talk to Motague at Steel Canyon and do the Midnighter's arc. If you are serious about your character, then that is an arc you will want to do.
Other recomendation is to try the police radio and get the bank mission. It'll be slow, but once 20 hits, you can head right on to Talos for some teams.
There are some fun arcs in Faultline that start at 15 -- go to Faultline and talk to Jim Temblor, who should have popped up in your contacts list already.
The Positron's Task Force, which is split into two parts, is also enjoyable, and each part can be run in under an hour. You can find Posi in Steel Canyon.

Death from Below trial (sewers) have some SOs as drops.
You can usually get some level 20-25 SOs as drops from the zombies in Dark Astoria that are in that level range (magic Origin only).
If you want to get them from a vendor they are only available at level 25, 30, 35, 40, 45, and 50. You can buy them at levels that are not increments of 5 with Tickets from the Ticket Vendor in AE. They start at level 25 and can be bought from the time you hit level 22 (they are offered at your level +3).
You can also run missions in Faultline and unlock Mr. Yin. He sells Yin O's that have SO level of performance. Be aware that Yin O's have origin requirements (each origin can only slot one type of Yin O)

Just made a StJ/EA/Leadership Scrapper and leveled it to 15. What should I do power wise, mission wise etc.. What's fun stuff for a scrapper?
Just looking for some non specific general ideas and info from more experienced folk.
