Villian's would get his cape as a sash ... or something like that.
I would suggest that a Villain could opt for the Armband if they so Chose. Maybe the character is going Rogue and respects Statesman. But his cape should be left alone. Maybe something like a red arm band or something instead of the cape.

Make a new costume, IMO. Or take off your capes like they did for Hero One.

I'm hoping there's going to be something (other than the, frankly, bizarre Jessica Megan Duncan arc in PD come I22) to mark the IG event due to be 'official' by I23 (or so I've heard).
A symbol of mourning might be a neat idea though. But please, no "This will cost 40PP, and we'll donate to a charity, honest" in the Paragon Market if such an idea were to take off, pretty please.

I vote that all characters cannot wear helmets till level 40 as a sign of respect.
... Wait!

But if that was the case, Villian would HAVE to wear a statesman helmet till 40 :P Kidding.
