Defence or offence ?

I have an ice/MM/elec blaster that I really like, currently only SOd, T3 reactive, clarion, ion, cimeroran, T4 spiritual.

Am moving towards IOing, budget highish (purples fine, no PvP IOs), and undecided what I should slot for.

This is mainly intended as a team/league toon, I'm not worried about soloability.

I'd be interested in hearing opinions as to whether I should go after extra defence (and if so which), or recharge and offence.

I like the elec epic as it gives me 3 cones of different damage types, so I can have full separate ST and cone attack chains.

Very experienced player and build designer, but more for melee types than ranged.

The rule of thumb is that, once you hit permahasten levels of recharge, it's time to start thinking about building for def. Diminishing returns means that the benefit of ultra-high rech falls off sharply, and blasters tend not to have key powers on long recharge the way support squishies do.

Since you're not taking one of the APPs with an S/L def shield, ranged def is probably the best option, and a top-tier build ought to be able to squeeze out 30 or so ranged def.

Unless you have a really good team, it's defense all the way even with a good team you still probably want defense. If you aren't alive your offence is wasted.

What kind really depends on how you play, but looking at the blaster ATIO set they are strongly encouraging you to play at range and build for ranged def.

A lot of the time I'll be in leagues and have very large amounts of buffs. The character plays at range unless she needs to use drain psyche.

It's good to have a bit of ranged defense as a ranged blaster, but I wouldn't go overboard. Going for 20% seems to be a good goal, as it sets you 2 purple insps away from the softcap and leaves you room for +Recharge, +Damage, and +HP.

I tinkered a bit and got ranged to 23%, still perma-hasten with your alpha on. A caveat- I like tough and weave in my builds for the added mitigation, the resists from tough will stack with those from your epic shield. I find drain psyche to make end worries a low priority for me, especially on a high recharge build, as long as you're willing to find a target or two for it. As an aside, World of Confusion (if you can bear to drop a power, and find six slots for an admittedly mediocre-at-best power) can add 5% ranged def with Coercive Persuasions. edit to add: I'd look at bitter freeze ray as my first choice of powers to axe. I understand the appeal of being able to quickly stack holds on a boss. However, freeze ray recharges in 2.8s and animates in 1.188s. Bitter freeze ray's animation time of 2.64s kind of puts me off.

Threw a build together, 2 seconds off permahasten with spiritual T4, short of ranged softcap by .6%.

End management can be problematic if you miss with DP, otherwise you should have little end issues even with stamina left at the default slot.

Looking at Nemu's build, this gives me something to work with.

It appears: I've lost assault (no big deal), charged armor (massive deal, if I get hit by non ranged stuff it will hurt a lot more), mind probe which I quite like but is not essential and EM pulse (no big deal). I've also swapped a slow hold that does decent damage for a faster one that doesn't which is fine, and lost quite a bit of recharge out of drain psyche, aim and concentration, with stamina down to the bare bones which I don't like.

If I'm not going to slot a set in blizzard, I can save a slot by slotting the 6th (pure dam) ragnarok and a damage. So that allows me to either put a recharge into DP or another endmod into stamina, or add some more resist to SoP (or charged armor if I replace it with that).

Might try to give this a go and see how it actually plays.

A set of AT IOs is 3.125% ranged def, so that's another option.
