Doc Buzzsaw's arcs are available in Ouroboros for Praetorians who have the Who's Who badge and meet the other requirements.

The Doc Buzzsaw Story arcs for Praetorian characters is not appearing in Ouroboros. I believe this is due to the fact that Praetorians do not get the "Bling" badge (Which unlocks the contact) but they get the "Who's Who" badge.
