I actually like this idea, particularly if it could be added as a permanent option for power customization. Basically, set both colors on the custom power effect to "clear." There's a character I'm running right now who makes sense as shooting fire, but not so much as being constantly surrounded by it.
I wouldn't personally make use of it, but more options are good.
This comes up fairly often. People have been asking for it at least as far back as the announcement of power customization (and I'm paraphrasing here): "But what if some Force Field defender decides to make their bubbles PINK, and I end up on a team with them? Then I'll be in a PINK bubble! What will the rest of my team think of me from inside THEIR pink bubbles?"
Yes, there were really threads about that.
Still, I agree that more options are always good, and while I think some of the arguments for it are fairly ridiculous at times (see above), I support this suggestion. Sometimes I don't want to be on fire. I especially don't want to be on fire because I happened to be next to Ms. Liberty at the same time you trained up to the level when you got the power and you just had to try it out.

The FX can get to be ridiculously overwhelming at times, 'specially in league trials like the Underground. There will be some many different FXs (Effects) going on that you cannot find targets or see anything in the cavern, I will really like to be able to use a slider to tone them down, way down! And lets be honest, many other players will often willfully choose the most intrusive and annoying colors possible for their powers. . .
I want to suggest adding the option to receive buffs from players without the added fx.
