Something to do with Stage 2 of the download. That's about all I can make of it.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I believe stage 1 of the game download allows character creator and maybe tutorial. He would have to wait till Stage 2 completes to be able to skip the Tutorial. So I think he was just trying to skip the tutorial.

Stage 1 allows character creator play. Stage 1 must complete in order to enter the tutorial.
Stage 2 allows tutorial play. Stage 2 must complete in order to leave the tutorial or skip it.
Stage 3 allows Atlas Park/Mercy Island play (including instanced missions). Stage 3 must complete in order to go anywhere else in the game.
Stage 4 allows access to the rest of the game. From what I've seen, Stage 4 is always very fast for some reason. I'm wondering if it's all the level restricted content which a new player wouldn't need access to.
