One of the easiest things to "mod" in this game (other than the maps covered by things like Vidiotmaps) would be costume items, especially considering there have already been many modded items created over the years.
The current limitation with modded costume items is that the system only lets you modify how the items look to you on your client. What would have to be developed is some kind of standardized systematic way for people to submit their mods directly to Paragon Studios so they could be verified and validated for use by the general game.
The two big roadblocks to this (that would affect any kind of player submissions, not just costume items) is that Paragon Studios would have to hire a dedicated staff to handle the submissions and there would probably be some questions as to IP ownerships involved. Basically these both represent money and manpower Paragon Studios does not seem willing to apply for this.
Perhaps now that the Paragon Market exists they might be more willing to consider some kind of player submitted content that could be sold somehow as optional content. Still I would not hold my breath for this happening anytime soon.

The bosses should look at it and think it is a net win or a net loss? If enough people make acceptable stuff to pay for the added costs of running it, then they win three ways. They get more choices for all the players so the game is better, they make some money, but most importantly they keep a whole lotta people stoked about the game.
You could say it would fail if people didn't submit anything worth anything but I judge costume contests every week and I am continually amazed at the artistic talent people have. I'm sure we have some people here have not only artistic talent but good at using 3d programs too.
Just a bit off on a tangent, I had a post once upon a time suggesting players submit their AE story in a contest where the prizes would be having the actual arc entered as a radio or paper mish or maybe even a tip mish. It would be pretty cool and would probably get AE going again and the prizes (being a part of CoX canon) would be way cooler than other AE contests they've had.

I really like the idea of custom UI's and even some damage counters for personal use, the costume thing I love in theory buut I doubt they would let anyone do it simply because they wont make money Unless they sell it but then again they might just because they could maybe make people who submit that stuff sign a waver that they are doing it out of their own accord If that was it that would be sweet as hell, I wants me some damn gun holsters!
A mod I can see already being useful would be an easy to make/use macro maker! Where you have all the macro commands at your fingertips in the mod itself for maybe costume changes, shout outs, target macros.. Stuff like that.

The Valve TF2 Workshop things I think they *do* sell for money! I do not know how successful the program is, but Valve is still doing it so I could guess it isn't a loser business-wise. I thing UI changes could be cool too, but I'm primarily interested in new costume parts especially for girls and new maps.

User Created Content and Community Ratings can really be seen in all it's glory, ugly, and obscene at IMVU (and) Second Life. Both are the grandfathers for this so to speak. There were some before them but nothing as influential as either. I'm all for pigg file tweaking, been working on some stuff anyway on my side that's integrated nicely.
It's not that difficult if you know how to layer and fattsts.

Hey I just saw that Valve is going allow community created mods for Skyrim like they do for TF2. I don't play Skyrim or TF2 but it is example of a game company with a dedicated community which getting benefit out of letting users make new content.

I know that COH is an MMO and so it is different, but you have all these people here with talent (not me tho) and lots of creativity. I wish they could open things up a little and let people make costume parts and emotes and especially maps and submit them with a community based rating system so the devs can pick from the cream of the crop to publish to the real servers.
If they could follow the same path - i.e. there is no support, people figure out how to do it from some basic instructions with most everybody learning how from forums and wikis and whatnot. The only thing that might be tricky is how to test it, or maybe their formats are so different there is no way to get from a standard model file into the COH program.
But anyway we have a game here that has survived I think mostly because of the freedom the costume editor and other choices that allow us to express ourselves, because the gameplay is nothing special. Add to that we have a huge community of dedicated and mostly friendly players and I'll bet alot of them know their way around a modelling program.
So this isn't for everybody like AE is, but more for those that are devs in RL themselves but still I think it would be great for everybody and would be much cheaper to set up and run than AE. What I mean is that AE took a lot of new code to write, where this is just some instructions to write and maybe some way to try out a map or model on just your own computer. Don't need to write any new code for the servers or change how data is stored.
For their business it makes perfect sense. If you look around, most everybody in COH has like 100 veteran badges so they are already earning their money from the people who are heavily invested. Keeping them interested by creating something like a modding community would ensure continued interest while at the same generating more fun new stuff than full-time paid staff can produce.
There must be some appealing business slang for it.
"leveraging your synergistic assets" or something. Or maybe "getting your customers to make free stuff for us".
