Paragon Rewards Tokens and Boxed Game Codes
Applying a box code grants your account a month of game time. Also, it will grant you one reward token for having a retail code applied to your account, and one reward token for having a month of VIP time applied to your account. You'll get 400pp for the month of VIP time, and a server transfer token as well.
You will also get all of the goodies associated with Going Rogue, which you will keep access to even if you go premium. Obligatory wiki link.

Thank you all for the help. Considering the VIP Starter kit left me with a grand total of 1 reward token, I should hope that it did not count as a retail code. I really hoped that the starter kit would leave me with two. It seems silly that a free account has the same privileges that I do since I spent money into the system. Now there is no difference between my account and a free account (with regards to paragon rewards). Sorry for the complaint, that is not my intention. I'm just trying to decide the best way to go forward.
Everyone here seems to believe that at the very least I should get 1 token from the Going Rogue Complete Collection. That is good enough for me. Thanks again.
The Going Rogue box will give you another token. But it should be your third token, not your second.
On creating a new, free game account you receive one token, completing tier 1 in your Paragon Rewards window.
On paying any money (including purchasing a VIP starter kit), you receive one token, completing tier 2 in your Paragon Rewards window and unlocking supergroups, email, tells, player-to-player trading, and more. (Note that actually placing this token also unlocks trenchcoats, which are very cool...)
I have just confirmed this behavior on my son's account, for which I purchased the VIP starter kit for 99c during the holiday sale.
Additional tokens earned may be placed on tier 3. Filling tier 3 (for a total of 5 tokens) unlocks global chat channels.
It is also worth noting that the Going Rogue retail code in particular unlocks a slew of other features: Praetorians, alignment changes, Alpha/Omega costume pieces, 4 new powersets, Praetorian/Clockwork pieces, etc. For full details, you might want to check the Going Rogue page of Paragon Wiki...

If not a 3rd if, as others were thinking, it counts as a retail box. Although the One for the VIP month would have been awarded at the end of the month, not the beginning.

Just for more details, I did not create a free account first and then apply the VIP starter kit to it. I bought the VIP Starter kit and created the new account in that process. I immediately received my one reward token that day. My VIP time expired a day or two ago and I did not receive another token at that time. I appreciate all of your help. I have sent a support request to the City of Heroes team. Hopefully they can take care of me. Thanks again!
Yes, you should have gotten another reward token when your time expired, but all the VIP rewards are totally buggered right now and rarely are rewarding properly, so hopefully support will fix you up on that one.

I contacted support through the NCSoft website by submitting a question to the support team. They responded by email and told me that they would investigate and I should receive a response within 24 hours. It is now going on 48 hours and I haven't heard anything else.
I don't want to pester them or be impatient, but I'm left wondering if taking so long is out of the ordinary or not. Truthfully, based on the information everyone has shared in this thread, this should be a very straightforward investigation I would think. Any thoughts?

Should be and is are two different things. However it is likely that it needs to be looked at by a senior GM.

Wow, auto close an unresolved support ticket after 72 hours? All I'm going to say about that policy is at least I won't feel bad about pestering them if it gets to that point.
Is the 72 hours from the time of the last activity, which in my case would be the time that the support team replied to say that they would investigate and get back to me?

Yes, they will auto close any tickets that have no activity (count as last response from either you or them) for three days, including tickets opened over the weekend (which is doubly stupid because a lot of those, especially billing tickets, *can't* be assisted with over the weekend - there are no billing specialists on the weekends!)

I went ahead and updated my ticket. I don't know if the personnel handling my issue are from billing support or not. The signature on the response was from Account Support. It did state that it could take longer than 24 hours if the ticket was submitted on a weekend or holiday though. I guess I'll hope to hear something next week. I appreciate all of the info that everyone here has shared with me. Thanks very much!
NCSoft Account Support finally forwarded my ticket to the City of Heroes team who very quickly resolved the issue and gave me my second reward token. I can now chat, trade and email again! Time to go activate that Going Rogue box code. Thanks very much for the help and advice. See you in game!

Hello, I'm confused about how box game codes and the associated VIP time could affect earning Paragon Rewards Tokens.
I started an account with the VIP starter pack and was given 30 days of VIP, 400 Paragon store points and 1 paragon reward token. My VIP time ran out and now I really can't do anything in game (no email, etc.). I found an unopened CoH Going Rogue Complete Collection Box and wondered what activating that code would do.
Could I even activate the code on this account? I don't want to experiment until I have more info. Will I get 30 days VIP if I activate it? 400 store points also? And most importantly, would activating the Going Rogue Complete Collection code give me a second Paragon Reward Token?
