Its been fixed for at least a month.
I figured I'd give thanks anyways. Also it should have been IN the patch notes, which it wasn't.
I also figured this thread would, you know, let people know that it was actually fixed instead of thinking it was still broken.

Apparently there has been a stealth FIX for the Negotiator badge flashback. You can again get this via flashback. The game will direct you to Paula Dempsey in Kings Row, just outside of the train station.
