Inv/SS tanker needs advice before buying IOs
To your first question you can purchase a 30-day license for IOs to slot them. When your license runs out your slotted IOs will 'grey out' and give you no bonuses or enhancement efficiency. They are *not* deleted when the license expires.
However- if you try to respec while you have no invention license active then you will not be able to reslot any of those IOs and you will lose all but however many you can stick in your enhancement tray(s).
Remember that you have a 2nd build. You can build that one with SOs and then you can switch to it when IOs do grey out and you don't have time/money to buy the Invention Licence.

Kal, I'd advise you to check out both of my guides in my signature for some suggestions on powers and slotting. My basic soft cap build is a tiny fraction of the cost of the one you're contemplating and gives you a "shopping list" of the IO's you'll want. In a nutshell you'll want Reactive Armor in your armors, Smashing Haymaker in your single target attacks and Mocking Beratement in Taunt. That should get you close to the soft cap for S/L damage. E/N defense is going to be a bit tougher to get since /SS only has one AOE to slot Eradication. You can slot a full set of Thunderstrike into an APP attack for more E/N defense.

Temp Invuln: No need for a 6-slot PVP set there. Billions for no appreciable gain. Sure the 3% def Unique is nice but...
Jab: Underslotted for Acc and Damage. EndRed and Rech could use some beefing. Recommend Mako Quad or Triple.
Res Phys Dmg: You have no need for a -KB Proc. None. Nada. Zip. Zero. Zilch. One-less-than-uno. Pretty much ANYTHING that can overcome the KB resistance you get later on won't even blink at another 4 points.
Haymaker: Same problems as Jab.
Res Elements: Taken way too early.
Unyielding: WAYYYYYYYYYYYY overslotted.
Superspeed: Meh. If it's for concept, I guess. You'll get more mileage out of Super Jump though. And you won't need to do more than put the Slow Resist in there.
Res Energies: Taken too early. No need for the Status Resistance IO. Again, anything that's going to overcome your power-inherent status resists is just going to giggle run right over the top of this. See Tough for my critique of Impervium Armor.
Boxing: Just hide it.
Punch: Uhm. WHY? There's NO need for this attack. ESPECIALLY this poorly slotted.
Tough: If you build right you don't need the additional Psi defense. You can't "plug the psi hole". And you don't encounter enough of it to be worrisome. Moreover, with your defenses done right, Ranged and AoE overlap this already!
KO Blow: Well slotted but there are better options.
Invincibility: Underslotted
Weave: You're wasting too much slotting worrying about End Redux in toggles. And you're wasting slots on +RUN SPEED?!?!?!?!?!
Dull Pain: Overslotted. And you DO NOT want the Numina Unique in a toggle. You want it in HEALTH where it belongs.
Rage: Overslotted. 3x Rech. Any more is wasted. And technically, most of the 3rd Rech is wasted.

Tough Hide: Same as Weave.
Combat Jumping: Expensive PVP IOs. Aren't really adding much. Honestly, 2x common defense can call it done.
Hurl: Hideously underslotted.
Foot Stomp: HIDEOUSLY UNDERSLOTTED. This power is your BREAD AND BUTTER! And you've given it 3 slots! One of which is only a "Chance to do damage"! Weekly Task Force man? Weekly Task Force?
Taunt: If going with Zingers, go 5 slots for the recharge bonus. But you see better returns off a 6-slotted Mocking Beratement.
Focused Accuracy: Uhm. WHAT? You have Rage? Hell, for a good chunk of time you have DOUBLE STACKED RAGE! You have precisely ZERO need for this power.
Physical Perfection: You're better off, if you're looking for best fit going Common EndMod, PerfShifter: EndMod, PerfShifter: Chance for +End. Do the same thing in Stamina and pretty much kiss recovery woes byebye.
Laser Beam Eyes: To hell with the defense debuff. With Rage and decent Accuracy slotting, you'll be hitting everyone all the time anyhow. Also, Hurl or LBE. Both is overkill.
Health: Suggested slotting for Health: Common Heal, Numina: Heal, Numina: Unique.
Optimal slotting for Toggle Resists (Temp Invuln, Unyielding, Tough): Reactive Armor: Res, Res/End, Res/Rech, Res/End/Rech
Optimal slotting for passive resists (Res Phys Dmg, Energies, Elements): Aegis: Res, Res/End, Res/Rech.

First time that i have had a character get high enough to even look into buying IOs and I have a few questions.
First
If I am just a premium member do i need to have a permanent Invention license to slot IOs?
Secondly
I have a build going on a Inv/SS Tank and i want some advice. I haven't looked at any of the pricing on these so if there is a better choice I would love to hear it.
