There was this section on city of heros where it said like 25 points equals .25 and 50 points equals .50 and so on if anny 1 has the link can you please give it to me.

I'd say more information is required. 25 points of what? Are you talking about an Archetype? A Power? Defense? Damage? More context is needed.

If you mean paragon points, used in the market, it's 80 pts = $1

I don't know what page you mean, but if you're talking about paragon market points, 80 points is worth roughly one dollar (in US currency). The exact rate depends on how many points you buy at a time; the larger point bundles give you more points per dollar.
Specifically:
-The $5 point bundle is 80 points per dollar
-The $15 point bundle is 88 points per dollar
-The $50 bundle is 92 points per dollar
-The $100 bundle is 96 points per dollar
The VIP point stipend doesn't strictly have a dollar value, but is equivalent to ~$4-5 depending on which bundle you compare it to. Accounts that have completed reward tier 8 get +150 points to their stipend, worth another couple dollars.
