If it is a version that is not the same as your account version, you can't apply it.
To clarify further, if it is an EU code, it cannot be applied to a NA account.
If it is a NA code, it cannot be applied to an EU account.
Those limitations were in place before Freedom was launched and there is little reason for them to change those policies.

The only time it is a problem is if people create a new account using the codes instead of upgrading the existing account.
