you need to put a power/control unit in your base. There is a cheap combo one available for startup bases. I think it is in the place item "control" menu.
Why do you need a Robotic Fabricator? Base raids are inactive so the Robotic Fabricator doesn't actually do anything. The only reason to build one is because you like how it looks.
