What was the direction you tired to take with the build? Just pure recharge?

It looks like a permahasten build but I'll be honest I dont understand why there are no big powers that need recharge (like AM or DP). Personally I'd go for a layered defense build (Ranged DEF atop Resist shield) or aim to softcap to S/L using scorpion shield (assuming that does not break concept but looking at the toon name probably would not work).

Although it is possible to get S/L/E with scorpion shield which is a big draw
