I don't see why not, considering that freespecs are commonly given out when major changes occur to game mechanics that could impact certain builds negatively.
That said, we have not gotten freespecs with every new issue, and there's no reason to expect them in the future without a major change. It's true the past few issues have included them, but at no time (to my recollection) have we been guaranteed a new one with each issue.

Considering that 'back in the day', unsubscribed accounts got freespecs, I see no reason why Premiums wouldn't get them now.
Anyone have a list of what Issues came with freespecs and which didn't?
