They're minorly useful.
They can be buffed, but not enough to make them more than minorly useful or survive the first AoE attack.

I use them up until maybe level 20, but rarely remember to pull them out afterwards unless I'm having Ends probs (in the case of blue wisp) and willing to grasp at straws.
