Katana / Super reflexes interface for solo av killing
For top end damage, reactive is the way to go. The -HP is limited to 150 per stack which is insignificant when fighting an AV. Personally, I'm looking at spectral to stop runners when fighting normal spawns. I hate the lack of taunt aura on most scrappers.
I've heard strange things about the way -resist stacks such as it doesn't.

-resist will indeed stack, but it depends on the source.
For example, the Achille's Heel proc will not stack with itself, but it WILL stack with other sources of -resist, such as that found in Reactive.
If you have the cash for it, you can also slot a Gladiator's Fury -resist proc, that will, again, not stack with itself, but it will stack with other -resist abilities.
You can potentially have -40% resistance from the two procs, and whatever Reactive maxes out at.

I might pick up spectral as part of my second build which will be my general mob killer full of cones and pbaoes. It's funny how often i end up having to be the one to run in and take the alpha strikes for the tanks that can't (Although I still need them due to more enemies = more chance for them to hit me) so I could tank when there isn't one available.
I wouldn't bother using Spectral for stopping runners. The immob has a fairly low chance to fire even at T4. You're probably better off just picking up Provoke from the Presence pool or Confront from your primary. Or just hitting them with a ranged power since runners are almost dead most of the time anyway.
If you want something to help tank for teams when there isn't a real tank (or when they suck) then you want the one that does -ToHit (Diamagnetic?) since that will help you and everyone else avoid getting hit. Void Judgement's -Dmg tree is also pretty useful for teaming and AV soloing. However, Vorpal's +Def tree is interesting if you don't have DDR since you could avoid cascading defense failure by kicking everything in the face. At the same time.

I'be heard that I'm going to want the damage half of the procs but I was wondering if I would be better off with reactive's -resist or diagmatic's -hp. Or is there something better? I already have a Achilles proc in gamblers cut and if i went reactive would I want to swap Achilles with a damage proc? I've heard strange things about the way -resist stacks such as it doesn't.
