Here is my first draft of my build for Swordcloud.

He is currently level 29 and I am getting ready to respec him to get him ready for the run to 50 and IOs.

My goals were to get to perma-hasten of which I got close at 132 seconds but not quite.

I want to have him be able to survive an alpha strike mainly though and may go back and worry less about recharge reduction and more on extra regen, hit points, defense and recovery (not necessarily in that order).

I also don't have an unlimited budget so things like kinetic combat are about my normal spending limit.

There's a few goofs in your build.

The first one that jumps out at me is this:

I assume you were actively slotting for recharge bonuses? Well, there's a problem with what you did. You know about the rule of 5? I'm guessing not based on your slotting.

Well, the rule of 5 is a limit of 5 bonuses with the same name that you are allowed to have on your character. All of the 5% recharge bonuses you have slotted here have the same name. You have 10 of them. So that's a full 25% recharge that you are not getting because you exceeded the cap of 5.

Another thing I noticed: You have Divine Avalanche slotted with 5 Red Fortune and a LotG. Divine Avalanche needs to hit to have any effect on your defense, and you have zero accuracy slotted in it. If you fight uplevel at all, you are going to find yourself whiffing with the one power you DON'T want missing. A lot.

You don't need the Steadfast KB Protection if you have Grounded.

With Katana as your primary, I would slot for positional defense instead of typed. That's just personal preference, but positional defense will protect you from things that typed won't. For example, a lot of Psi attacks are flagged as ranged as well, and there is no such thing as Toxic defense, so having positional defense will prevent pure toxic attacks from landing (pure toxic attacks are rare, but they suck when you find them)

I would slot Mako's Bite in all 3 of your single target attacks for the ranged defense. This serves 2 purposes: 1) the obvious benefit of increasing your defense, and 2) it eliminates 3 of those completely wasted 5% recharge bonuses.

I would also consider 6 slotting Eradication in your PBAoEs. You get 1.8% more max endurance, 1.56% ranged defense, 2.25% max HP, and 3.13% AoE defense. Your overall damage enhancement will be a little lower, because the set caps at 30, but I've been running the saem set up on my BS/DA scrapper for a while now and he still kills stuff fine with his AoEs.

You said you don't have an unlimited budget. You're not going to be getting the Gladiator's Armor +3% defense without an unlimited budget or a LOT of work. (It costs a minimum of 2 billion influence, 30 Alignment Merits, or 60 (?) Empyrean merits.)

There's a few other little things, but those are the major ones.

I see now that having 10 recharges at 5% was my problem. When I get home I will repost a corrected build.

In a more general sense, I find myself wondering why you are trying to get perma Hasten on a Kat/Electric at all. I'm sure it could have some attack chain benefits, but I really don't see a need for it. With a decent amount of global recharge and Lightning Reflexes your attacks should come back pretty quick.

I would put way more emphasis on getting defense to increase your survival. Positional defense is the way to go since Divine Avalanche gives you a ton of melee defense. Set bonuses can top it off and take care of the Ranged. AoE should be your lowest priority, since enemies most often use Melee (PBAoE are flagged as Melee) or ST Ranged attacks.

Recharge isn't as useful for your build, IMO, as defense. Were I building a Kat/Electric, I probably wouldn't even have Hasten.

Here is the final build I am going with.

I took the advice on getting more defense and less recharge.

I got up to 29.4% defense against ranged and 16.3% melee or 21.6 S/L. With one swip of DA my melee and lethal defense will be in the low 40s.

I would only say this build is best if you are at least level 28 with lightning reflexes since there are only a few attacks in the chain at early levels.

Tried it out a little last night and my only comment is that you might want to slot up your damage earlier and maybe not as many slots in defense. Also the toggles are a little hard to run before lvl 35 also.

I don't know if this will fit what you want, but here is my version from back in the fall. This version has the PvP defense IO and melee with 1 DA. You can remove the PvP and use 2 DA instead, and swap some of the bonuses to maintain essentially the same defensive levels. Using SM for Alpha to cover the time it takes to get the 2 DA coverage you'll likely never know the difference other than in the lower cost to the wallet.

Hasten isn't perma, but it's 135s, which is what I typically shoot for. 10 or 15 seconds of downtime doesn't completely destroy you. However, much more starts getting painful.

I'm not sure where I'd steal the slots to drop the price even further. I like being near the 32.5 defense mark for small lucks.

Tactics and Suck it Up. It's the most free slots for the price ... then ... for the even cheaper build we get ...
And I've not build a Kat on the cheap in so long, I can't remember the best slotting for DA in a cheap Kat ...
You can probably improve the DA Slotting with a little research.

Nice!

I appreciate your help and time on this for me.

I was a little shocked with how much more defense you were able to get while keeping most of the same powers that I had.

I am looking closely at you moderate and low cost builds. The main difference seems to be the hamidons in the moderate build.

How costly are hamidons and can I get them through normal missions or do they need to be from taskforces or bought from auction?

I will check these out more but I like the looks of it.

Is shadow meld your suggestion as an ancillary set? I see you get to the defense cap without it and with two hits from DA.

I liked the idea of doing an endurance drain with ball lightning. Have you tried it?

Wouldn't it actually be longer than 135s, since hasten is no longer helping to recharge itself?

Hasten, Probably.

It would be more accurate to say "If in mids it recharges in 135s, I find it acceptable in-game. But much longer and it starts getting painful in-game." It's also a purely subjective measurement. My acceptable could be another's molasses. I expect the subjective feel is at least partially due to "The less it recharges itself, the longer it takes to recharge" causing an exponential increase in the recharge gap.

The last (cheapest) build is really creeping toward molasses.


Enzymes and Synthetic Enzymes vary from 350m to 500m. Prices have flucuated higher since Freebs can use them, but not use IOs. Synthetics come from STF/LRSF, while Straight Hami's only come from the ever rarer Hami Raids.

The High End build is is probably 7+ billion, the Mid range 3.5+ Billion, the Low End 1+ Billion. Assuming you use merits for many of the more expensive pieces. Without Merits Add another 1 to 1.5 billion. If you have 5 level 20+ characters, and run the SSAs .. that's 15 A-merits, and takes care of all the expensive pieces. Run the SSA's again next week, The week after, and the week after, that's another 15 A-merits that you can convert and sell for 1.2 billion. It'll take a total investment of about 3 to 5 hours a week for 4 weeks, or 10 to 20 hours.

I have enough small number of merits spread around that I can easily generate the LotGs, Numina, and Miracle on demand. It's the 35 merits all on the same character needed for a PvP that's hard to come by. I tend to save up Enzymes and the like as I get them, and usually have 2 or 3 on hand, so I spend less than normal purchasing them. This makes my Ideas of "affordable" vastly different than someone who hasn't played for years.

Shadow Meld is optional. I'd call Shadow Meld the Solo option. I tend to use a build with Vengeance instead on teams. On teams someone else always volunteers to die first so I can have vengeance and go crazy, I love having nice people like that on my teams. Without SM or Vengeance, you may (or may not) want to ease up to the edge of the spawn and open with DA, or (DA something DA). With SM, you can just dive in with your damage chain and let the DAs flow as they will. A Vengeance Build will also give you 1 or 2 more free slots to use elsewhere.

A EndMod Proc in Stamina. I really should have done that. Probably some other things I should have done differently too. Not sure how I'd spend the extra slots if you go Vengeance, but I'm sure there are some good spots for them as tight as the build is.

re: Linea's expensive/moderate builds

Lysosomes are a neat trick in DA, and quite a bit cheaper than enzymes. I'm not sure about the mako's quad there, either- perhaps a crushing impact a/d/e, a/d, or a dmg proc?

I'd replace the enzyme in Shadow Meld with a membrane, recharge is more valuable there than end redux.

I'm not sure how valuable the resistance slotting in power surge is -you'll be exceeding the resist cap for most dmg types when using it, and it seems like a pretty situational power (to me). Maybe 4 Bas Gaze here for the recharge bonus? The expensive build could probably lose the kismet, i'd put it back into the moderate build and drop the BotZ set from CJ and try to put those slots to better use. A 4th slot in dark blast might be a good way to pick up another cheap accuracy bonus as well.
