Fire/em blaster build, been gone for awhile
First off, Welcome back
Secondly
Good "budget" build overall, but from what Ive seen recently out of the Fire/Em's... Most arent using ice mastery anymore....Take a look at Fire mastery?
Not speaking from experience here, strictly off what ive seen on others.
Just a few suggestions:
The reg tissue proc isnt worth slotting anymore really... miracle and numina are enough IMO.
Your over cap HP....
theres a few other things I personally would change too, but most is all personal taste I guess.

There's a lot of Masteries that have a dangerous heavy hitter attack in them that you cooouulllllldddd take, but hibernate is still a useful power to have. The debuff in munitions mastery has an amazing recharge, making powers like the blaster version of melt armor look like trash by comparison, but you'd have to take Tough if you went munitions in order to still have decent resists... noone really wants to do that. There's always KO Blow if you wanna invest some time and unlock patron pools.
As for the rest of the build, make sure you add in whatever hp accolades you have/will be getting, and don't overmax your hp, wasted set bonuses are icky. You can never have too much accuracy in incarnate pvp, everyone has barrier yknow.

How to suck at CoX
Literally the Best Build Ever: Years in the Making
Force Mastery can be better then ice builds for survivability if you are good at using PFF (not difficult). Temp Invuln is also the best res shield a Blaster can get, which does make a noticeable difference in some cases. Other then the res shield and PFF, Force has a lot of other useless powers.
Fire/EM can benefit from Fire Mastery because of Char's fairly decent damage for a Blaster ranged attack, and it's guaranteed mez, since no Fire attacks have a built in mez.
Rise of the Phoenix is also a funny power.
@TheKatalyst
My **** is bleeding.
Sadly no one really uses Fire/EM's anymore. I think if more people start running earth/fires you'd see a possible place for (maybe) one, once the ATIO's come out and you can double proc Flares + Blaze
This is what mine looks like, but I never really get to play it.

Hoarfrost >
hey there, i just came back about a month ago and have been farming my *** of to build up some money, now its time to get back to the good stuff. i ran in the pvp ladder's on test and left shortly after that collapsed so i have a general knowledge of IO's. I've looked around and noticed that blasters are building for health now, which is far from my recharge build i currently have. so i came up with this build, i plan on using it in RV and kickball, possibly joining a team again after finals and what not. so here it is, all criticism is welcomed. thanks in advance.
