When you do a transfer, you have to already have an open slot on the server that's getting the character. For instance, say you've got 12 slots on Justice, and all of them are being used, and you want to transfer a character from Infinity to Justice, then it won't allow you to transfer the character to Justice until you've freed up a slot.
Now if you are VIP right now, and transfer the character, then when you drop to Premium, you'll be prompted to unlock the slots you want to play, be they slots with characters in them, or empty slots so you can create new characters.
This is the part that I can't say for certain on. If you're wanting to transfer once you've gone Premium, I would assume the character slot will not transfer. I would assume it will work the same as if you're VIP, the new server has to have an open slot for the transferring character to occupy, and then will leave an open slot on the original server.
My best suggestion would be to do the transfer before dropping to Premium, but not knowing the hows or whys, you might want to wait to do it, I'd prepare for the situation as I assumed it would happen above.
I'll my explain my situation.
I started playing during EU beta, stopped playing around Issue 7-8 or so, and since then I have played like 2-3 months, until now.
Now, in the past me and my friends used to play on Union. Now, we have moved to Virtue. Due to bad planification for my part, I ended with 3 slots in Virtue, and 3 in Union (which mostly have my old DDD main, my Fire tanker which Im using to farm, and a level 10 mule).
What I wanted is, when I drop back to premium, move 2-3 slots from Union to Virtue. Not neccesarily move the chars, just the slots and I'll be happy. Is that possible?
Well here's what I believe will happen. First please understand that the server and/or global slots aren't tied to a particular toon.
When you go premium, you will have at least 2 global slots that you can apply wherever you like. Regardless of whether or not that slot is occupied by a toon at the time.
Depending on your situation, you may have slots you've already allocated to a server. These are server slots. They will function just as global slots do, but they can only be applied on their designated server.
It's not how many times you get knocked down that count. It's how many times you get up.

If you've already used character slot unlocks in the past, I'm 98% certain you won't be given them again, and you'll only have the two unlocks that any premium gets. You're option around that would be to buy more.

Having said that, my instinct is that your slots would go back to global status for you to allocate anew.
It's not how many times you get knocked down that count. It's how many times you get up.

Once global slots have been allocated to a server, they become server slots. Server slots cannot be moved to another server.

A character transfer should give you the option to transfer or not the slot
When you transfer a character form server A to B... do the character slot also move?
Supose I have 3 slots on ServerA and 3 slots on ServerB (well now I have more because and VIP and that, Im talking about going back to Premium). If I transfer one toon from A to B...will I end up with 4 and 2 slots?
