+HP in Rebirth bugged or working as intended?

I notice on the short help that it only buffs hp about 2% on my tanker per application with it. 53.4 hp for 30 s, 1 minute, and 2 mins so a total of about 6% hitpoint increase. Granted the first part is about a 10% hitpoint increase (for 10 seconds).

So considering this doesn't even go near the amount of hp that Dull Pain can buff, is this intended? The other trees pretty much go to the extreme in the buffs they give.

Most people assume it is WAI and just a crappy bonus.

Really, with the incredibly huge +regen in the Radial tree, I'm not sure any amount of +hp would make the Rebirth Core tree worthwhile, even if it took you to the HP cap for the full duration.

Actually I disagree on this, part of the reason is a Brute has a 122% to reach the hp cap for them, outside from Dull Pain, this is pretty much impossible to reach for a Brute. (Unless a Cold powerset is available)

The +regen is still better, it adds a disgusting amount of survivability. HP Cap is most effective if you have large amounts of +regen, which ironically the +HP side of the tree doesn't give, and the sets that do give large amounts of +regen (WP and Regen) have +HP powers already. Elec and EA also give a bit of +regen but stacking it with rebirth regen would probably be more effective still. Also you should factor in that its a team/league buff. The majority of people will get far more use out of +regen compared to +hp, and many ATs sit at or close to the hp cap with minimal investment and won't get much benefit (or no benefit) from your buff.

If they were to rebalance rebirth to make the +hp side be attractive I'd probably say for the T4s make one side heal/+regen (same as it is now) and the other side +hp/+regen. If you're going rebirth you should go that route for the regen.
