Having trouble moving things vertically

I am trying to move the big white floor tile vertically but instead it is appearing below the base. I can see it via the camera angle.

I tried looking up from the ground and from the top but no luck getting this tile to move vertically. I tried zooming out and moving around with no luck either.

So what am I doing wrong to get this tile to move vertically.

The new options work like this:
1. Place an object somewhere on the floor.
2. After placing select the object with your left mouse-button, and hold.
3. Now you can hold "shift" and move your mouse up or down, to move the object up or down.
4. If you hold "alt" and move your mouse left, right, up or down, you will rotate the object with small intervals (much smaller than rotating with the right mouse button).

As was mentioned, you do need to place the item on the floor first, otherwise it will jump all over the place.

Then "grab and drag" with the new controls to set the item where you want it.

I've also noticed that an item can be a bit jumpy when using ctrl for the horizontal movement.... adjusting the camera angle seems to help. Sometimes, I just need to let the item go (hit esc) and try again from a different vantage point.

There's a learning curve to everything, if you get frustrated, walk away from it for a a bit.

It seems like when using the CTRL key to move horizontally, the editor often likes for me to actually have my mouse on the floor underneath. Pulling back and/or rotating tends to do the trick. The editor sure enjoys putting me through hand-gymnastics: simultaneously flying and holding down the CTRL key with one hand, controlling the object with the other, and a spare finger using the mouse wheel for zooming out. Frame rates take a serious dive at such moments, too. Joy.
