Katana/Electric Armor Build help
Taking a quick look, the huge thing I see is: TAKE GROUNDED!
Things that do serious knockback will floor you and kill you, and there's not a thing you can do about it. 4 pt's is not enuf, ranged smashing attacks have a LOT of knockback and they're common as dirt. (Heh, get it, hurl boulder?)
Shadow meld seems awful sexy, but the animation time just kills it for me. In a high-spin toon like this one, I doubt you'll be very happy with how it performs, especially with a weapon set. You already have a decent 'uhoh' button in DA, and a solid backup in Power Surge.
I'd normally advise dropping SM for grounded....but then you're shanked for a pool. On an electric I'd always take the body pool myself, and stuff physical perfection full of uniques.
Smaller things: Six slot your damage aura. Three erads and three cleaves are good. Obi's are better if you can stand the end drain. Conserve power makes this much more viable.
Spiritual alpha is the only alpha for a speed toon.
Use power sink as an attack. It helps. A lot. Even with the redraw.
If I had to make it, here's what I'd go with: I dunno how much more 'survivable' it would be. If you are really worried about that, switch to a brute.

I just sacrifice Neg Energy resistance for defense.

Electric armor toons have diddly for hitpoints. (This is another very good reason to look really hard at a brute for this combo.) You need every shred of regen you can muster to keep that small pool topped up, so when the hard hits land, your resists have enough to work with to keep you vertical.

Edit: I forgot, I also use shadow meld for my Power Surge crashes. Seconds before I crash, I will be able to click SM, so I'll still be protected. Then I just pop a blue pill, powersink the mob I crashed in (they now will be drained of all endurance because of the EM Pulse for Power Surge crash). Then I take my sweet time getting my toggles back up. I know, maybe it's hokey, but it provides great survivability in actual game play
You did bring up some good points about the regeneration, Mauk2. This is what I changed: I got rid of Combat Jumping and Flashing Steel... because CJ only provided about 2.3% defense and Flashing Steel I only wanted so that it could pair up with Lotus Drops for an AoE chain. Well, Lotus Drops recharges in less than 4 seconds, so I figure I don't really need an AoE chain. I replaced CJ with Grounded, so that I still have my immobilization and KB protection, and with that, I have more endurance drain resistance, negative resistance, and a good slot for my +3 defense IO. I replaced Flashing Steel with Vengeance so that I could still have my LotG mule. Perhaps, I could go with Stealth, but for now, this works.
With the 7 enhancement slots I saved, I did better slotting in Health and Stamina so that I will have better regeneration and endurance recovery, as well as get more HP from set IOs (I now regenerate at just over 33 HP/sec with energize up). I also put in more recharge so that I can perform a little bit faster. Finally, I slotted dark blast for the apocalypse set. I thought it might be a good little ranged damage power to have and the bonuses are nice. What do you think, with that choice?
Finally, I know I went with T4 Musculature Radial for the extra damage and endurance mod... but I wonder if the Agility would be better suited. I get even more endurance mod, plus defense and recharge. It would likely put me to perma-hasten and perma-energize (right now I'm about 2 seconds down time, if I don't use Ageless Destiny). It would fit pretty well overall, but I don't think I could give up Scrapper-level damage enhancement. I suppose I can't go wrong either way.

Is Power Surge worth getting on a scrapper? I realized that without the brute/tank taunt I will always have someone at range trying to hit me. Once my EM Pulse goes off, it will miss a range person and they will pop me dead. Should I just go with something else, or use it as an oh **** button and run away when trouble comes?
Power Surge is your only way to deal with toxic damage, so I wouldn't skip it. It is more situational on a scrapper due to the lower resist cap. You can just pop some purples before the crash to deal with anyone out of range of the stun.
I was hoping to get some build help for my Kat/Ela Scrapper. I am going with the ST attack chain of GC-GD-GC-SD. So I need the recharge for that. But I was hoping to also make it more survivable. Any suggestions?
