They haven't been moved. I'd check your key-mapping and make sure you have the screenshot button bound to the right button.
Also, the NCLauncher has an annoying tendency to install CoH in the NCsoft folder, even if you already have a copy somewhere else on the computer. Check there.

Possible answer for OP:
If you took screenshots during character creation, they don't get saved to the game directory, they just go to the windows clipboard.

Been away since the change, came back, took some screenshots, but they are longer found in COH/Screenshots folder. Have they been moved to a new location? Thanks!
