The biggest advantage to firebase zulu is that you can pick up a couple of other badges as you go, as both Paragon Protectors and Overseers are plentiful here, too.
A second choice is PI. They can be found all over PIs main island, especially near the docks on the west end.
You might be better served for getting Fakes by turning you difficulty slider all the way up for Nemesis missions only, and running a lot of hero tips.
I usually end up dropping the badge somewhere between 40-50 from doing the tip missions "Miss Thystle's Plea" and "Broken Pocket Watch" (Hero Choice) which usually have a few Fake Nemesis.
In Paragon City since June 2005.
I highly recommend Firebase Zulu. They are more plentiful there than they are in PI, and the respawn MUCH faster.
