On the far "back" side of the arena.
The portal in Talos is behind the Arena. The First Ward door is straight in front of you when you zone in.
Alternatively, go into Pocket D, and enter the main room, from Blue side, and turn left immediately. Follow the wall along (to the left of the ramp), and there's a portal there that leads to Studio 55 in Imperial City.
From there, use Underground Access A, then turn left, through the door, down the stairs, diagonal right across the room, along the tunnel, down the stairs, double back and the First Ward door is on your left.

I've noticed that the contact you talk to to access the portal does not appear on the map as a contact (at least not after the first time you talk to them) but the portal itself is marked with a red dot. It took me forever to figure this out when I was trying to get back to First Ward from Cap.

How do I get to the Underground Imperial City? I have a mission in the First Ward, and started it, but had to leave because of bad lag, and now don't recall how I got there. I know there's a portal along the waterfront - I think it's up on the bluff - in Talos, but don't remember where. I've asked the question several times on the HELP channel in-game, but no responses.
