Let me see if I understand the reward tokens system...

I recently started playing again after many years away, added a 60-day time card, and now have 14 reward tokens (just into tier 6).

Reward tokens are given at the beginning of the time purchase. Paragon points are given at the end of each month. I should end the 60 day paid span with 800pp.

I assume that, when my time card runs out, I will only have access to two character slots of my choice, that I will be able to choose a controller/mastermind (for finishing tier 5), but that I will not be able to play a Kheldian or Arachnos alt (or Street Justice, Time Manipulation, Dual Pistols, Kinetic Melee, Electric Control, and Demon Summoning).

If my plan is to remain a casual player, but to keep on using the invention system, can I do this?...

* Buy one more 60 day time card and get to 16 reward tokens/1600 paragon points.

* Unlock five character slots with my 1600pp, bringing me to a total of seven for free play (should be plenty for my style of play).

* Pay for an invention license for $2 a month (160pp) thereafter.

In other words, am I one more 60-day time card away from being able to play seven characters, with IOs, for $2 a month? What am I missing?

Due to (still ongoing) problems the devs had with the Reward Token scheme, the Tokens for paid time are being given out at the end of each subscribed month. Although even this seems to be a little buggy at the moment. Supposedly, they're still working on it.

You will have one additional Global Character slot for each full 12 months you were subscribed before Freedom launched. So if you're on Tier 6, it sounds like you ought to have a few -- check a character for the global anniversary badges. For each badge, you'll get one extra slot.

I've looked at my badges and I can't figure out which are anniversary badges. I played for about a year and a half from 2004-2005. Where do I look to see this?

When I logged in for the first time (with a 60 day time card) I had two reward tokens to spend, 13 and 14. I finished tier 5 and then took the tier 6 reward that would give me a respec token, since my builds are gimpy nerfed messes from seven years ago

You have the same number of tokens as my free account. Based on that I will guess that you will already have 4 slots because that is what I have. I would say you would be better off buying bulk points instead of another sixty day card. The points as I recall are $15 for around 1300 or close to it. So you can buy your 5 slots and still have a few months of the inv system.
Also, most of your current tokens came from previous paid months. Buying another sixty day card will net you two tokens, not sixteen. One for each month. This is why I think you would do better to just buy the points.

Edit: Oh, and welcome back!

Look under Veteran Badges. They'll say "# Year Veteran".
