Not officially, but look into the fan-created City Info Terminal, it's top-notch.
The devs had a plan to create a feature called the City Vault, but it turned out to be too intensive on the server, so the plans were scrapped indefinitely.

Define "known". It's trusted, if that's what you mean, but it's not open source. Some of the more "grumpy" members of the community refuse to install any Titan Network programs because of this. *shrug*

Howdy! As an admin for Paragon Wiki (a part of the Titan Network, which CIT is also a part of) and a mod for the Titan Network forums, I can assure you that everything Titan releases is guaranteed to not do anything to your computer that it doesn't say on the tin. We're not evil, here

As a fellow player of the game mentioned, I'd love to have a place to view my alts and see what their builds are, etc. without having to log them in and out, but I sure do understand the problems with an armory system being unstable on the servers. 
Let's just say I'm somewhat...fanatical...about what I install on my machines.
In all of my testing, there's NOTHING wonky going on with any of the Titan network sites or apps.

There was an attempt to create something along the lines of your question. It was called the City Vault. Pretty much almost a year ago it was reported to be shelved. Will we ever see it looked at again or something similar? Who knows. It would be kinda interesting to see an official web character viewer.
