Does chronoshift also give the individual who uses the power a recharge bonus or is it to allies only?

I was thinking, could you use hasten, then chronoshift, then burnout then back to hasten again and chronoshift again, would that make you a recharge machine? I think it would possible make your team a recharge machine as well.

Whats gives better on recharge on powers in list Accelerate Metabolism or Chronoshift?

According to the description it's "you and nearby allies". I haven't played a Time Manipulator to 32/38 yet so I can't say from experience, but I doubt they'd put that in the description if it didn't also effect the caster.

The +Recharge does affect you. However, two things to keep in mind:

1) There is a recharge cap, so there's only so much you can increase your recharge.

2) Burnout will not affect Hasten, I believe. It only affects primary/secondary powers, not pool powers.

There's also the "effective" recharge cap, where you are limited by endurance and the necessity of doing stuff, too. Having +400% recharge is only great if it provides a tangible benefit over +200% recharge. If you are limited by endurance and animation times at 200% recharge, then adding another 200% recharge on top of that won't make you any better.

The user gets all the same benefits of Chrono Shift that any allies can get.

You really don't even need Burnout in that condition. You only need enough +Recharge to make Chrono Shift permament, which, with Hasten, isn't especially hard. Granted, it's still impossible for Defenders, 'cause their Chrono Shift is bugged, but that should be fixed eventually.

Chrono Shift gives +20% more Recharge, but Accelerate Metabolism lasts 30 seconds longer. AM also keeps it's +Recovery for its full duration, whereas Chrono Shift's drops fairly quickly.

I don't think you can make chronoshift perma.

Not true, it is definitely possible without Incarnate buffs.
It does however require a metric ton of +recharge and clicking the power (since you can only have 1 auto power).

[EDIT] I just checked my current build and with 78.8% recharge, hasten, farsight, and chronoshift are all permanent. NOTE: The +rchg of chronoshift lasts 90 seconds, the +regen and +recovery only last 30 secs, so it isn't truly permanent, but the most important part of it (IMHO) is.

Make a man a fire and keep him warm for the day, SET a man on fire and keep him warm for the rest of his life.
Incarnates: K'lir(Fire/Dark Corr):Hot-House Flower(Plant/Fire Dom):Kinrad X(Kin/Rad Def):Itsy-Bitsy Spider(Crab):Two Ton Tony(Mace/WP Broot):Teeny Weeny Widow(Fortunata/Widow) : Zeroth Law (Ice/Fire Tank)

Just note that currently DEFENDER Chrono Shift is bugged on live, and has a much longer recharge than it's supposed to. (It cannot currently be made permanent.)

This is fixed on the Beta server, and the fix should go live with i21.5/Media Blitz (or whatever they're calling it).
