Eclipse and status resist IOs

It sounds to me like you're confusing "global" with "unique" in this situation. Global refers to anything that provides a buff that isn't enhancing a specific power value. This goes for any procs that are always active, such as numina, miracle, steadfast KB/Def, Karma, etc. The impervious skin proc is a proc in the same way. It doesn't have a chance to fire, it's just always active.

they are also not in the chance to fire group either they are in the category which gives 120 sec of buff when the power is used
The Aegis one was bugged for click powers back when I played my Sonic Defender, I don't know if it still is.
In one of the ally shields, it grante me the Psi protection at all times, but the Status Resistance lasted for 10 seconds after casting the shield.
So I'd check that it may do the same in Eclipse - last for 10 seconds after clicking the power.
If Impervious Skin: Status Resistance or Aegis: Psionic/Status Resistance are slotted into Eclipse will it proc multiple times if it hits a number of enemies? I'm assuming it won't for the Aegis since it's treated as a global but still curious if anyone has tried it.
