I'm going to try to respond as sensitively as I can...
I happen to be leveling up one of these right now, part-time, so I've spent some time planning out his build.
As for this build, I see no discernable focus whatsoever. /EA is easy to soft-cap s/l/e/f/c and n and only f/c got any attention.
Why add -kb IOs? Entropic Aura has that covered.
I believe you may be chasing recovery bonuses. While those are usually nice I wouldn't make that a priority when Energy Drain is around.
It's really hard to comment on specifics. I think you need to ask yourself "what do I want to focus on" and use sets that help you get there.
For reference (and that's all it is, I'm not claiming this is uber), below is the link to the build I'm working toward right now. I decided to focus on typed defense with some recharge thrown in.

Edit to Add - actually that build was before the recent EA changes and is missing Energize and Energy Drain slotting. I actually need to take it back to the drawing board to see how to best fit Energize in.
Global = Hedgefund (or some derivation thereof)
You slotting seems to be all over the place both in set bonuses and price range, so it was a tad difficult to see what you wanted.
Generic Observations
- Body Blow, Stamina, Repulsing Torrent, and Smashing Blow, are under slotted.
- The Aegis, Impervious Skin, and Rectified Recticle procs are superfluous.
- Smashing Blow and Concentrated Strike are slotted with sets that don't provide what they need.
Specific Questions
- Are you attached to Repulsing Torrent and Energy Protection?
- Do you really think you need all the tools you have for endurance management?
Repulsing Torrent and Energy Protectionare typically skipped over. I personally would, however If you believe them useful in your build by all means keep them in.
I think you have over done your endurance management with Stamina, Energy Drain, Energize, Physical Perfection, Superior Conditioning and (albiet in extreme cases) Overload.
If you dropped three of the power listed above, you could fit Boxing/Kick, Tough and Weave in your build. This would greatly add to your survival.

Well as far as focus goes, I'm basically trying to strike a balance between Offense and defense so I can slip into either a light tank or damage role easily and flip back and forth. Brutes always come across as the nice middle ground between Hitting things and taking hits so I wanted to bring that out.
The non-offense/defense abilities I figured better facilitated that. Recharge means you attack more, and pop the clicks like energy drain and energize and endurance keeps defenses up as you're continuously attacking, at least that was my line of thought.

So forever and a day ago I posted my build asking for critique and got some good advice. Based on what you've suggested here's what I've come up with
Notes
*I thought about Defense and looked around for some resources to be better informed. From what I can gather, smashing and lethal are the most commonly encountered damage types(which some of you have said), which would make sense, so I tried to soft-cap those first. I wanted to soft-cap energy as well, thinking that Energy(duh) electric and Radiation powers use that damage type and it'd be the third most common. After that I went for Cold and Fire. i was able to Soft-Cap everything but Negative and Psychic
* I like Fury, and I like Power Siphon. I like fast-paced combat and I like being rewarded for it with more power. So I picked my entire primary to be able to hit more often and at range, because I hate having to slow down and chase enemies or trying to jump up and hit flying enemies. When I used Repulsing Torrent and Energy Torrent I had two ranged attacks, plus a nice way to mitigate alpha strike as well as spread around decent damage, but I effectively had two of the same power, except one of them didn't build Power Siphon, so I went with the KM attacks so that I can disrupt a mob, hit a problem enemy within a mob if he didn't go down the first time, jump in, hit burst, then hit maybe two melee's before Concentrated strike can be used to finish off the biggest enemy there in one hit.
*Keeping with the above, I like fighting fast.
I wanted my "Important" Clicks, hasten, Power Siphon, Energy Drain and Energize, to be up as often as possible so I went for recharge bonuses, mostly to serve hasten but obviously it works for the rest,and my attacks just as well.
*I hate running out endurance, simple as that.
