Existing VEATs and the Freedom Cracker badge

So my Fortunata has been my dedicated main since the inclusion of the Incarnate content, currently running as a Rogue. Just recently I've been going for Flashbacks to get the new badges, I managed to get all of Dr. Graves' badges without incident, but Freedom Cracker (for completing Lt. Harris' arc) is giving me issues.

1. Lt. Harris shows up in the Ouroboros list, but attempting to start his arc gives the following message:

You and everyone on your team must not have Lt.Harris's story arc as an active arc, must have completed Dr. Weber or Fire Wire's arc, and be over level 7 to begin his flashback.
2. Dr. Weber and Fire Wire generate a similar error message, directing you to Operative Kuzmin.
3. Operative Kuzmin says:

Speak with Alan Desslock first. You are dismissed!
4. Alan Desslock does not appear in the Ouroboros list at all, and if I talk to him in person he tells me we've got nothing more to do with one another, since I finished all the VEAT arcs ages ago.
5. Possibly unrelated, but the only VEAT arcs that show up in Ouro are Brick Johnson's, in the 45-50 range, both showing as completed.

So yeah, any ideas? It's not a huge deal either way, since I'm mostly just a casual badge hunter and if I can't get this badge then I'm not too concerned, I just thought I'd ask in case there was a known workaround.

Simplest workaround would be getting someone to help you out either by joining them on their Freedom Cracker mission or helping you start the arcs in Ouro and they can either stick with you or quit and you'll have the arc to yourself.

I've not tried the Freedom Cracker mission yet, but based on my attempts for all the new missions heroside and the first Dr. Graves arc, the badges from the new low level missions appear to only award to the mission owner (or the leader if run through Ouroboros).

They may not be able to help him start the Ouroboros arc and then quit to give him leadership, either, as when I've tried to run them with someone on the team that hasn't done the lower level ones, it gives those same messages about everyone on the team needing to have run the earlier stuff. So he'll probably be in the same boat.

That's weird... I lead an Oro run for Twin Shot part 2 about 2 weeks ago (I had already completed the entire arc) and I asked in chat after we got done if everyone got the badge for running the arc and they said they did.

Hmm. I wonder if it's because I was a Vigilante. I ran all of the new arcs heroside using Ouroboros in a duo, with the other person leading. I never got any of the badges, and had to go back and solo them again to get them.

I then ran Dr. Graves' first mission with the same character, teamed with a native level 5 Villain that had the mission, and another Vigilante. We didn't get the badge, the owner did. I assumed it was due to mission ownership, since for everything else in the game, alignment doesn't matter as long as you can actually run the content when it comes to getting badges.

I'm not sure why it would be designed to not give you the badge as a Vigilante unless you're the mission owner, though. I guess this calls for some more testing to determine the exact situations that prevent you from getting these badges.

Thanks for the ideas everyone. For anyone else having the same issue, the above seemed to work for me - via Ouroboros you can't directly go to Lt. Harris, but duoing with a non-VEAT and having them flashback to Kuzmin's arc gave my VEAT credit for finishing it, and I was able to personally start Dr Weber (or I assume Fire Wire) and eventually get to Harris and the badge.

I ran into this issue with both the new AP and Mercy missions (not the training missions). You have to complete the first contact, then the second contact, then the third contact (which awards the badge) will give you missions.

Actualy, now that I think of it... the 2nd contact, it's a branch. (For both AP and Mercy)

Blueside you get a choice of the Nurse and the Skulls... or the Cop and the Vaz
Redside it's Firewire and the bank job with the Skulls.... or Dr Somethingoranother and the Blighted.


So everyone would have to do initial contact, then one of the 2 secondary contacts, then everyone gets filtered to the third contact.

Edit: and now that I think of it... on my Badger Villain, I ran both the 2ndary contacts via Oro and when I did get to Lt Harris, for the final mission I got THREE sets of helpers at the LB Base. The Blighted, A group of Skulls, and the magic guy from the first set of missions that you get the choice to "Save/Leave/Kill".
