The servers are not listed randomly.
Top is the last server visited.
Then they are sorted by increasing load, to avoid the top of the list defaulting to the most populous. (People being people, they tend to click at the top of the list, its a crude but effective way of load balancing)
Freedom being a heavy load server appears at the bottom.

Catwhoorg's right, though I tend to remember they're order by population number, load just happens to coincide based on years of monitoring and server upgrades.
Kind of wish I could know how many active players on a server, but that would defeat the object of trying to ease people into load balancing.

Sometimes a smaller number of people doing a resource intensive event will cause more server load than a larger number of people just running missions, but for the most part they match up pretty well.
You sorta had the right idea, you just had it backwards.
But no, the server order is not random at all. If you scroll down and look at Freedom, Virtue, and sometimes Exalted, they will almost always be at at least 2 dots of server load, even when the rest of the servers are only at one dot.
Catwhoorg is right about the reason for the ordering. New players will tend to click at the server at the top of the list. If the most populated/highest load server were at the top, it would be even more overloaded than they already are.

Interesting.
Then optimally, the sort order should be:
Primary) Last access date
Secondary) Current Server Load
This allows for the purpose of directing new players to lower population servers, while allowing existing players to have thier "home" servers listed at the top.

Currently, there are only a handful of servers that I visit. Primarily Freedom, but occasionally others. What I've noticed is that when I return from another server, Freedom will be placed in a totally random spot in the list, usually near the bottom where I have to scroll for it. Somewhat annoying.
This should be a fairly simple change:
- Sort servers by time of last access instead of the current random placement.
