The Freedom site says Premium players get "2 total slots, plus any unlocked via veteran reward or purchase." That means if the only server that he put his vet slots or purchased slots was Virtue, for example, those would be the only extra slots he gets beyond the 2. The two, he can pick wherever he wants, so at most he'd get two on the one server, and however many extra slots he unlocked everywhere else, but not the original 12.
Short answer: It depends on where he put his extra slots.
Loose --> not tight.
Lose --> Did not win, misplace, cannot find, subtract.
One extra 'o' makes a big difference.

Sounds like it was poorly phrased. Each unlock will unlock ONE slot on ONE server. You can unlock one slot each on 7 servers, or 7 slots on one server or any combination thereof.
