How many character slots do new VIP accounts get?

With the option to buy more on a server. VIPs can have a maximum of 48 characters per server. Non-VIPs can have 36.

12 per server and you should start with 2 global slots, which just let you unlock 2 slots on a specific server of your choice.
I am just curious. Do they get at least 12?
