How do you change the language of your interface?

With the options on the NCSoft launcher, I believe.

That is correct. In the Launcher, go to File->Settings, click on the "Advanced" tab, and change your Language and Region there. Only English, German, and French are currently supported by the game.
It's a question that just came up on the help channel, and it's also one that's been vexing me.
