If your rig can actually run CoH (I am doubtful, but here's to hoping), I bet it isn't running at minimum graphics.
Unfortunately, I am not aware of any way to change graphics settings without getting into the game first.
So... What I would suggest is try booting the game into Safe Mode:
Start Launcher > Right Click "City of Heroes" > Properties > check the box at the bottom of the new window "launch in safe mode." (Follow the same instructions, but uncheck the box to stop launching into safe mode.) Press "Okay."
Once you are in the game, assuming this works, make one of your first stops:
Menu > Options > Graphics and Audio tab, and reduce graphics to minimum.
this game works in normal mode,but i can see nothing in it,like look i'll post a screen

From the screen you showed, you can access the Menu tab, and near the bottom is Options. This opens a window with a tab for Graphics and Audio settings. Ensure Advanced Graphics Settings (Ultra Mode) is disabled, lower all the graphics-related slider bars to 'minimal' settings, and save.
If this gets you some in-game visuals, play with the settings till you get the best possible look without going over the top into black-out mode. It's unlikely you will be able to use Ultra Mode if you have any graphics issues, but the game looks fine without Ultra Mode anyway.
Last time I saw that - it was down to the graphics card overheating although it occurred after some time in the game.
Try checking the fan on the card is clean and rotating freely. You could also try removing the side of the case and pointing another fan at the card - if that helps you will need to improve your case cooling - the good news is case fans are cheap but you will need to check the size.

It could also be a driver issue. The last driver released for that video card is the 10.2 Legacy Driver.
I would also recommend upgrading to Service Pack 3 for Windows XP.

well i changed the graphic options to the lowest possible and it works fine,load screens are going little bit long but that's not a problem since i can play with 30 fps.Ty for helping,and anybody knows when the servers will be up again? cuz i've done 3 missions in atlas park and they switch servers off

Quick test, make sure your toon isn't zoomed in to far, hit the "B" key

I hope you're enjoying your time so far. One of the often overlooked settings that can improve your framerate if it's too slow at times is "3D Resolution Scaling". You can move the slider a bit to the left and usually get better performance without too much loss of graphics quality.
Also, there are option under the General tab to disable showing names of players' toons unless you mouse-over them; this can improve performance a bit too. City of Heroes is pretty flexible, and you should be able to get a good experience with some tweaking.
The game's going through an unusual amount of maintenance lately, we're all hopeful that this is temporary while they sort through the remaining bugs and issues with the major game and server upgrades they've made recently.

I don't believe Free or Premium players get to use avatars on the forums.

omg,servers are down for 3 hours now and they wrote on the server status that it'll take 2 hours every thursday eh.
They posted last night that there would be maintenance today. There are times server maintenance is needed outside of the planned timeframes.

Just in case someone convinces you to try it, if your system's doing that on a single "instance" of the game, then I wouldn't recomend running two instances as your GPU likely couldn't handle it.
If I try to run two instances on my system at normal settings, then I get the same thing (it's over working my GPU) and end up with black screens on both instances and extreme lag. But if I go in safe mode, then I can do things like use my second account to help move stuff between toons.
Again, on the current system configuration you seem to have, I would Not recomend attempting the above.
Hi i'm new to this game ( just downloaded the game).When i'm in the character creation and switching to the body or costume option i can see nothing but black window.My hardware is : radeon x700,512 mb ram,windows xp s2,amd athlon 1,8 Ghz and i read that it could work on a minimum system required. So i've got a question what's wrong and why i cant see anything.
