To show as "VIP" on the forums, go to User CP -> Group Membership -> set it to 'VIP'. That's just a little thing Zwill had been toying with, it's not anything important at all.
What do you mean 'unlock [your] characters in game'? GR no longer offers 2 extra character slots once Freedom hit. Do you mean to access the base 12 slots? That should happen within minutes, if not instantly.

If you're sure you're using the right account, then definitely file a support ticket on NCSoft's website with all the pertinent information.

Incidentally, there have been a lot of trouble with subscription states being updated improperly (either not updating all the details, or not updating at all!) when switching from Free/Premium to VIP. (I haven't seen any complaints from the other direction.)
Your best bet is to submit a petition for GM assistance.

I have to ask did you get two character slots? I'd like to verify if the common knowledge that you don't get them really is true.
My account says it's a VIP (because the game comes with a free month). How long does it take before I show up as a VIP on the forums and unlock my characters in game?
