Premium players and bases

okay, I didn't see this on the Freedom FAQ (at least on the tab about premium players) but my brother is among the number of returning players in the Premium bracket and has an old base.
He's returned to find he is unable to pay for it's rent or even enter.
I just want to know: Are what are the abilities of a Premium player character in relation to their bases? I know they cannot form new SGs and only join, is this why he is unable to pay or enter his base? Will he be able to edit it?

If he's allowed to be in the SG (meaning he has the necessary tier of Paragon Rewards, which I believe is "anything past the freebie"), then he should be allowed to enter the base. Is there any indication WHY he can't enter? Does he get the text in the base entry menu about base upkeep being past due?

I'm getting this too on my alt account that I let go about 3 years ago. I created a villain group that eventually ended up only having the one person in it. When the account was reactivated, I could walk in just fine. Then about a day later, I tried it again and I was blocked due to base upkeep being due. So I went to pay the base upkeep. Nothing. No option to pay. So now I am sitting on a villain group with only me as the member.

Edit: Okay, so I just invited a character from my VIP account to my premium account's villain group and they can pay the rent and my alt can enter.

you can do a /petition to a GM if you need to get it ASAP...
If it's during normal working hours (or anytime except a major holiday) A Gm can fx it for you pretty quick.

I've found that running around for an hour or 2 - has (In my recent experience) the SG Registrar/'Landlord' will go ahead and realize I'm overdue on rent.
When I'm not locked out of the Base Portal, but the power is off & He won't just - "Shut up and take my money!"

Soon after logging in = for the first time on any Alt in a SG, after not logging into it at all for a few months.
logging a 2nd character in and out, or waiting until about 9 or 10am CST, which (WAY back in the day), Was when the 'Daily Maintenance' used to officially end.

IDK for sure WHY = But it HAS gotten a lot easier to remedy - I rarely bother /petitioning a GM about it anymore - I've got a serious case of Alt-itis.

So... it's rarely a big deal to go thru a few more of them before it "clicks" and sends me the message in my Supergroup channel -- "Hey, your Rent is really really late -> you're locked out, so go pay now!'

Preems can't pay rent, the registar won't even display the "pay rent now" option to a Preem. If he invites a ViP to his supergroup and gives that Vip rent paying permissions your friend can get his rent paid, enter his base and edit all he wants. He'll just need a ViP to pay rent whenever it comes due.
