Yes and no.
If you're VIP you get both automatically, if you're Premium you need to buy GR (Incarnate stuff is VIP only).

GR content (praetoria, costumes, side switching, etc) yes. VIPs get access for free.
Incarnates: No. VIPs get them for free, Preems/Freems can not get access without subscribing.

There isn't a bundle to purchase everything that was in GR at once. You need to purchase the Alignment system, the costume parts, emotes, auras, the powersets, and access to Praetoria all separately, The cost for all of that is much higher than the cost of a box. And the box would give you a month free and a Reward Token. If you only want a couple of things, like starting in Praetoria and the Alignment system, you can probably get them cheaper in the Market.
