I think Shadow Ravenwolf was referring to the Calendar up in the Announcements section. You used to be able to click on that and see the birthdays during the month, of forumites that provided one in their UCP.
The birthday cake under the avatar of birthday celebrants went away when we shifted to vBulletin. I remember a reason being given at the time, though I don't recall what it was.
Yes, as Red Valkyrja stated, if you click the link at the top of the forums for Calendar, each day had a "Birthdays" link that would let you see people's birthdays if they enabled it to be viewable through the UCP. That is no longer there, as of about a week ago or so.
