I can't remember the exact specifics of the power, but when in-game try typing [Burnout] and take a look at its effects.
As for making your God Mode perma, that is still impossible as the recharge time on Burnout is very large (30 minutes iirc?). Double God Mode and Back-to-Back God Mode are options though.

Here's a question for yah, does [Burnout] effect Strength of Will and One With the Shield. They aren't effected by global recharge, are they effected by insta-recharge.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
Burnout recharges One with the Shield. I'll make the lazy leap saying it works like it says, on every primary and secondary power, including Strength of Will.
By the way, One with the shield does not stack with itself. Reactivating the power before it crashes resets the timer on the buff and crash.
I've used burnout with unstoppable, but I didn't look for a visual confirmation for double-stacking... since my resists cap at 90% with one application.
Until I finish my PB's new build, I use burnout for back to back lightform.
Hello all out there I recently did a respec on a toon and saw there was a new power in the speed pool power set. It was a clic power that instantly recharges all primary and secondary powers. just curious if there is a post with more info about it, I was curious to see if I could take my Ele/Ele tank and make his Surge power Perm, because if you can then you could easily get the 90% resist cap perm. Thank you all for any advice
