I thought you had to log out IN your base to get monitor duty.....

No, you just had to be next to a SG portal.

I just noticed that in Atlas Park, when standing next to the Super Group Base portal, you DO NOT get the Monitor Duty badge, or credit for it when you log back in.
If you are low-level and still want to get this badge, I recommend you go to Talos Island since the portal is right next to the tram, and has police drones around it.
